In the growing landscape of cyber threats, civilian technologies are increasingly being used in warfare contexts, creating new security challenges. The recent case of Russian drones equipped with Starlink terminals in Ukraine represents a significant example of how connectivity technologies can be misused.
On February 2, 2026, the Ukrainian government approved a resolution requiring the registration of all Starlink terminals present on national territory. This measure was adopted after, starting from mid-December 2025, Russian forces began using drones equipped with Starlink technology to conduct precision attacks deep into Ukrainian territory. These attacks have also targeted civilian infrastructure such as trains and coal mines. In response, SpaceX has implemented measures to disable Starlink terminals that move at speeds exceeding 90 km/h on Ukrainian territory.
The threat posed by these drones is particularly serious because Starlink connectivity allows them to bypass Ukrainian electronic warfare defenses, which normally disrupt GPS and radio signals. Starlink systems, originally designed to provide internet connection in remote areas, are thus becoming a tool of war that changes the balance on the battlefield.
To counter this threat, Ukrainian authorities have implemented a verification system for Starlink terminals, while SpaceX is collaborating with the Ukrainian Ministry of Defense to block unauthorized use of its technology. Legitimate users of Starlink in Ukraine will now need to register their devices to prevent them from being deactivated as part of countermeasures.
